JRS in Timor Leste
With the presence of international NGOs and UN, etc. serving the basic needs of the displaced people in Timor-Leste, the government plans for their return or relocation by providing incentives for housing and reduction of food aid to the displaced people. There still exists a gap in accompaniment through community services and advocacy.
JRS hopes to contribute significantly to fill this gap while initiating the dialogue between the displaced people and host community to facilitate and monitor the return or relocation process.
To ensure the peaceful and safe return or relocation process, it will also involve advocacy concerns of the housing and land ownership which will be brought to the attention of the relevant agencies for resolution.
The effort for return or relocation needs dialogue and participation from displaced people and host community in order to ensure a peaceful and safe return or relocation and coexistence after return.
As far as appropriate, JRS seeks to facilitate the “go- and-see-visit” to the homes of the displaced people, holding dialogue sessions between the two communities, encouraging and supporting the camp managers to be involved in advocacy to the government including providing relevant suggestions for solution of displacement situation.
It aims to involving and develop local resources in the process, such as sports and cultural activities, etc. while also exploring other tools to initiate the dialogue of communities including using a DVD (using puppet shows) developed by JRS Indonesia which is meant to help in the reflection of the future possibility of peaceful coexistence.
JRS Timor Leste team will also ensure that attention will be given to the vulnerable people especially elderly women and children.
